วันที่ 27 เมษายน 2569 เวลา 14.00 – 16.00 น. นายคณพศ หงสาวรางกูร รองผู้ว่าการตรวจเงินแผ่นดิน เป็นประธานในพิธีกล่าวเปิดการสัมมนาวิชาการ World Bank & SAO Seminar Series ครั้งที่ 1 หัวข้อ การตรวจสอบความยั่งยืนของหนี้สาธารณะ (Debt Sustainability Audit) ณ โรงแรมมิลเลนเนียม ฮิลตัน (Millennium Hilton Hotel) ชั้น 2 ห้องประชุม Commune 1 โดยมีผู้แทนจากธนาคารโลก ได้แก่ Ms. Patricia Mc Kenzie, Practice Manager, Financial Management Unit East Asia and Pacific Region กล่าวต้อนรับผู้เข้าร่วมสัมมนา และ Ms. Lalita Moorty, Regional Practice Director, East Asia and Pacific Region ขึ้นกล่าวปาฐกถาพิเศษในหัวข้อแนวโน้มเศรษฐกิจมหภาคและการดำเนินงานของธนาคารโลกในประเทศไทย การสัมมนาครั้งนี้ มีวัตถุประสงค์เพื่อเสริมสร้างความรู้และความเข้าใจระดับสากลให้แก่บุคลากรของสํานักงานการตรวจเงินแผนดิน ตลอดจนเพื่อสนับสนุนการสร้างความร่วมมือระหว่างสํานักงานการตรวจเงินแผ่นดินกับธนาคารโลกอย่างเป็นรูปธรรม โดยผู้เข้าร่วมการสัมมนาประกอบด้วยบุคลากรสำนักงานการตรวจเงินแผ่นดิน จำนวน 25 คน จากสำนักที่เกี่ยวข้องได้แก่ สวป. สนว. สตผ.3 สตส.2 และ สตป. ซึ่งได้รับเกียรติจากวิทยากรผู้เชี่ยวชาญจากต่างประเทศ ได้แก่ ธนาคารโลก องค์กรตรวจเงินแผ่นดินฟิลิปปินส์ (ในฐานะประธานคณะทำงาน INTOSAI Working Group on Public Debt: INTOSAI WGPD) และองค์กรตรวจเงินแผ่นดินอินเดีย มาเป็นผู้บรรยายในการสัมมนา ทั้งนี้ เนื้อหาของการสัมมนาครอบคลุม 2 ประเด็นหลัก ได้แก่ สถานการณ์ปัจจุบันหนี้สาธารณะของประเทศไทยและเครื่องมือของธนาคารโลกสำหรับติดตามความยั่งยืนของหนี้สาธารณะ แนวโน้มหนี้สาธารณะในภาพรวมทั่วโลกและบทบาทขององค์กรตรวจเงินแผ่นดินต่อการตรวจสอบความยั่งยืนของหนี้สาธารณะ World Bank & SAO Seminar Series – Session 1 Topic: Public Debt Sustainability Audit Date & Time: April 27, 2026 2 - 4 pm. Venue: Millennium Hilton Bangkok, Level 2, Commune 1 Conference Room On 27 April 2026, Mr. Khanaphat Hongsawarangkul, Deputy Auditor General, presided over the opening ceremony of the World Bank & SAO Seminar Series – Session 1 on Public Debt Sustainability Audit, held at the Millennium Hilton Bangkok, Level 2, Commune 1 Conference Room. On this occasion, representatives from the World Bank participated in the seminar, including Ms. Patricia McKenzie, Practice Manager, Financial Management Unit, East Asia and Pacific Region, who delivered the welcoming remarks. The keynote address was delivered by Ms. Lalita Moorty, Regional Practice Director, East Asia and Pacific Region, on the topic of Macroeconomic Trends and the World Bank’s Operations in Thailand. The seminar aimed to enhance international-level knowledge and understanding among officials of the State Audit Office of the Kingdom of Thailand (SAO), as well as to strengthen practical cooperation between SAO and the World Bank. A total of 25 SAO personnel from relevant departments attended the session. The seminar featured distinguished international experts as speakers, including representatives from the World Bank, the Commission on Audit of the Philippines (Chair of the INTOSAI Working Group on Public Debt: INTOSAI WGPD), and the Supreme Audit Institution of India. The seminar content covered two main areas: The current public debt situation in Thailand and the World Bank’s tools for monitoring public debt sustainability; and Global trends in public debt and the role of Supreme Audit Institutions in auditing public debt sustainability.
